To be between a rock and a hard place is to be faced with two decisions that seem equally unpleasant. The origin of the idiom appears to be rooted in early 20th century America. There is some evidence or at least some potential context to it in the financial crises between 1907 and 1917 that damaged the mining industry. The banking crisis in 1907 led to underfunding for mining companies out West, leading to miners being underpaid. The miners were thus left between a rock (working in a harsh mine and underpaid) and a hard place (being unemployed).
