What makes it “high” fantasy?
If it’s set in a completely made up world that the author “builds”, it’s high fantasy, for example, Tolkien, or David Eddings. If the author’s world is set in what’s basically our world, it’s low fantasy; Jim Butcher’s Dresden Files pops to mind.
